New Defamation Law Causes Trouble in Punjab
The new defamation law in Punjab has caused a great deal of controversy since acting Governor Malik Muhammad Ahmad Khan signed it into law. The bill was first voted by the Punjab Assembly on May 20th, and it has now been formally enacted despite protests from journalists, digital rights campaigners, and human rights organisations. The law's legislative process has been criticised for what is viewed as a lack of transparency and for allegedly being dishonest.
The measure was approved by the interim governor, Sardar Salim Khan, who was accused of political manoeuvring because the permanent governor was not there. The law's opponents claim that it restricts free expression and specifically targets dissident voices that are critical of the powerful. Bolo Bhi's Farieha Aziz has expressed concerns that the law could be used to stifle resistance by imposing steep fines and providing few opportunities for protection.
There have been numerous legal challenges, including petitions challenging the law's validity and violation of fundamental rights like freedom of expression filed in the Lahore High Court. A strict six-month timetable for judgements and the creation of special courts to handle defamation claims have sparked concerns about hurried rulings and inconsistencies in the legal process. The bill has been criticised by opposition parties for being hastily passed, harsh, and lacking adequate consultation. The verdict in this court case would surely have an effect on Punjab's future civil rights and freedom of the media.
